Invaluable Information--
While the propriety of using legislative histories as an aid in
interpreting statutes has long been an issue of great controversy
on which some of the country's greatest jurists are divided, one
fact that is readily acknowledged is that our courts turn
regularly to legislative histories for interpreting assistance.
 
A Comprehensive Collection--
This invaluable research collection's goal is to bring together
the 257 legislative histories which are identified in Bernard D.
Reams' award-winning 1994 book entitled, Federal Legislative
Histories.  This work published by Greenwood Press in 1994, was
the winner of the A.A.L.L. Joseph Andrews Award in 1994.  The
work comprises an annotated bibliography and five indexes.  The
legislative histories in the bibliography cover works compiled
during the 37th Congress in 1962 through the 101st Congress,
second session in 1990.  The actual public laws covered by the
collection begin with the 4th Congress, First Session in 1796.
 
The documents included in the collection, mostly out-of-print
from our Government printing office, appeared as Congressional
Committee Prints, insertions in Congressional hearings or
Congressional Research Service studies, or issue briefs.  They
were compiled by the staffs of Congressional committees; the
Congressional Research Service (CRS); and executive agencies of
the Federal Government.
 
Easily Accessible for Research--
The collection will be easy to use for the researcher as the
accompanied bibliography provides access by author of the
document; popular name of the public law; Congressional session
law numbers before 1901; public law numbers after 1900; and bill
number.  Each entry in the index directs the researcher to the
unique record number used to identify the legislative history in
the Bibliography.  This same number is used on each Hein fiche
header for quick access.
